It is as simple as that...two products marketed...
1. equity finance (margin loan)
2. securities lending (for going short, arbitrage, etc)
The application FSG wrapped both products up in the one form...so clients thought they were getting the equity finance product and could use the securities lending product if they chose to in the future.
