I mean look at how the NBN has been rolled out, The same clowns are in charge of regulating how the switchover occurs, it's prison rules. Secure the customer and cop the fine a few years later, if and when they bother prosecuting. Meanwhile the customer just stays with the contract they are on due to indifference and less hassle. The banks have written the handbook on this type of business practice.
