The winners of this will be large established companies like Worley Parsons and Lend Lease. I also understand that Ausra and First Solar will benefit as well. These are industrial scale projects that require existing expertise and products.
BLG will do well if they can get an efficient yet cheap InGaN thin film cell process to market, but they won't necessarily see anything from this recent budget announcement.
