either way their current value is nowhere near the valuation of the company once they start producing.. and the likely acquirer first quantum is completely screwed in the congo and faces the same issues in zambia.
given copper is the top contributor to gdp in zambia there is going to be some balance that is struck.. otherwise they will go back to the dark ages before their mining reforms
