I am a bit confused - why would anyone pay 25c per share when...

I am a bit confused - why would anyone pay 25c per share when they can buy on the market for 3.2c - why not just start buying - can someone please explain this to me. Also if there is soemthing going on shouldn't this be disclosed and the trading stop put in place until ths matter is resolved. All sounds a bit like hypothetical hoping to me - Love to think positively - this would be such a bonus if it did happen - have my doubts though - happy to be proven wrong.
