The environmental restrictions on Block 4 are extreme, the harshest I have ever seen. Noise, access, environmental damage and restoration are heavily monitored with severe penalties. So will S2 be able to build a second CIL/ Pox/Albion etc mill there? No way in the world.
Imagine the outrage from community groups who will say there is a mill next door and we are not having tailings dams nor environmental destruction over a lake area etc etc.
So what will S2 do with any gold they find?
