In my opinion, this sets a terrible precedent. Allowing coal mines to escape from mine rehabilitation by.. destroying some more bushland? I don't see this going down well in an environmental impact assessment.
A photo of Bells Mountain from the mine site for reference. I can see the appeal as a PH site (good height differential between upper and lower storages), but creating the upper storage is going to be an environmentally destructive process.
