Mr Zhong and Mr Li could be lying. Mr Zhong and Mr Li might not know they are lying if they spent whole careers buying into the science myths of virology and viral RNA. It could be a local release of infectious clones to create the appearance of something starting to spread (dont worry, infectious clones, the synthetic RNA/DNA that virologists use as evidence of viruses, might replicate a few times but they cant pandemic, its just chemicals, its not life) It could be new nonspecific PCR testing on the hot bacteriophage background and ascribing generic illness patterns to it.
if you understand the bacteriophage background is endlessly large and complex, there is no end to the "signals" they can pull from it and say its some new virus we have to be scared of.
kill a few hospital patients and say they had this signal in them, and "OMG its a pandemic!"
