When I bought goods in Turkey , I was asked if I wanted a receipt ..if yes the change was rung up in a register , If I said NO..the cash went into the drawer and I was given a small gift....( not everywhere mind you ) so the owner pays little tax and the Govt has a loss of revenue....
I would say the blame can to attributed to all parties in Greece ..cash in hand jobs , money through a different till , lazy public servants , corrupt pollies , banksters , hedge funds , rorts , excess privileges for the public , greedy manipulating investors etc etc...all have their noses in the trough ... then again..we have the same here....
