That coastline figure is a nonsense. You can't extract 100% of energy at any point . Would be liek quoting wind energya nd including all wind on teh coast including stuff 2km high.

At scale ( should it ever get built anywhere) wave energy will have a footprint and a enviro affect. All the moorings for cables, change in wave energy hitting araes etc etc. Buoys / devices will need some form of antifoul. They will create noise in water. They will create unnatural fish habitat. Lots can be seen as positive and negative.
