goldbrick, as far as I am aware it is possible to walk Mt Mulligan as there have been heritage surveys undertaken there. There is no need for mining activity to take place on the peak as the seam is elevated as it is a Mesa which means that there is access to the coal seam over a large area. The drill program would most likely be inseam (horizontal instead of vertical).

You are correct that there is a logging route to Mt Mulligan and that a 30km rail spur would be required to Dimbulah to freight coal. However their intention is to proceed fist with a low impact low capex CSM project.
