Easiest thing is to set a proper academic threshold for entry. This will reduce the number of undergraduates and allow fees to be maintained as per current system. Taxpayer money is finite; you either cap places or make students pay. If the socialists want a warm and fuzzy, let everyone in system, then someone has to pay. It's like welfare, if you want to give workers income supplements as well as providing income replacements in old age and when unemployed it must be understood that money is finite. High earning taxpayers can't keep being robbed by ever increasing income taxes to pay for socialist dreams.
