Nope, none of them have it. Most airlines have that drug kit but it's usually under the direction given my MedLink which usually connects you with a Doctor in the USA. Given that Penthrox isn't used in the US, they wouldn't have it onboard.
I've never seen a green whistle in a airline medkit and I've worked as flight crew for a few of them.
I remember seeing codeine, nitroglycerin spray, ventolin...
