A quick check via GOOGLE tells me that, according to URANERZ Energy Corporations release in Vienna July 2009, the following excerpts indicate the following:-
ISR Mining was first tested in the United States in the late 1960's.
Commercial ISR started in the US in the Mid 1970's.
Today 28% of World Primary Uranium Production comes from from ISR Mining in Australia, Central Asia and the US.
There's a start.
