when I say threat it means threat to the US influence near North Pole. Russia's increased presence could be seen in the light that the ice caps are melting, so now Russia has access to the sea, they simply want access and enable trade and security in that area to secure a strategic advantage, can't blame them for that. It's a threat to US influence in the region to their strategy to curtail Russia. Same as they want to curtail China, hence any chance of corporation between China Korea and Japan is a big no no for the US.
