In spite of what some are speculating is it not possible that Shenghe not participating is more a politically calculated move- especially given the anti-china climate right now and the growing prominence of REE's. If Shenghe had participated is it not possible that this may have had a negative impact on proceedings? I personally think it might bode well that that Shenghe has avoided speculation of trying to take control etc. I might be oversimplifying!
