Senator Brown is putting up a proposal that there should be no fee for clients using another Banks ATM. Saw it on Fox business tonight.
Not aware of anything else in the proposal.
This would likely effect Customers proposal to run the banks ATM fleets - if it gets approved which i doubt.
Banks of course are opposing this especially as the RBA reviewed the whole ATM process a year ago.
The arguments against were:
1. RBA settled on fee disclosure last year so users could make an informed choice.
2. Costs a lot to run an ATM fleet so fees are required to offset.
I always thought it would be cheap to run a fleet but it must for example cost a lot to get Armaguard or Mayne Nicolas to visit each ATM each day to top up machines.
