That's after significantly lowering the amount of social housing in the preceding decade...

Tenant trashes it - they have no employment and cannot be compelled to pay- we do not put people in prison for incurring debts.
There is no way anyone could advocate for prosecution of people for damaging public property if that public property is also their dwelling.

These costs still exist, however. So, of course, they would like the private market to instead cover these costs.

And as they have tried to enforce this, legally, people have decided not to actually rent their property out, causing a rental crisis.

Yep been there done that. The many tenants are good but the bad ones they do damage and basically get off scott free - these tenants should have the debt hanging around their necks until they have paid it. These sorts of deadbeats deserve to be homeless.
