    Well therein lies the problem.
    Tenants are expected to be served by the landlords, with zero responsibility on them.

    I know many people who have had to pay, out of their own pocket, cleaning fees and repairs for damage incurred by tenants.
    It is nigh impossible to get the tenant, who incurred the cost, to actually pay the cost.

    Why do you think they have so dramatically decreased social housing? In SA alone, in 2017 they had "maintenance" bills of $700 million.
    That's after significantly lowering the amount of social housing in the preceding decade...

    Tenant trashes it - they have no employment and cannot be compelled to pay- we do not put people in prison for incurring debts.
    There is no way anyone could advocate for prosecution of people for damaging public property if that public property is also their dwelling.

    These costs still exist, however. So, of course, they would like the private market to instead cover these costs.

    And as they have tried to enforce this, legally, people have decided not to actually rent their property out, causing a rental crisis.
