To be asked to sign is the right way to do it IMO. Remeber the NBN is costing 26bil. I would think it be normal practice to sign a confidently agreement.

Kippa, if Ms Gillard was paying $26b out of her own pocket or from private enterprise, then fair enough.
But the government is supposed to represent the people and this project is about spending a very large chunk of tax payers dollars. There should be far more transparency and much less secrecy IMO.
