China Grid upgrading especially in the country side, where a large amount of Copper cables need to be upgraded and replaced. Government has announced an upgrading package with an amount ~1000 Billion Chinese Yuan, or ~200 Billion USD. Here it says 2000 Billion probably including other Grid relevant program such as city Grid upgarding.
The other day I watch a TV program "Economic Half Hour" and it discussed about this country side Grid upgrading ~months ago.
So in summary, Cu will be in huge demand and we may see the price recovery fairly soon.
