I think you have to read this as it is said (and therefore with a grain of salt) IMHO. For example

(ie. not one we are used to, have ever achieved, or currently have money for)
to scale up and commercialise this technology here in Australia,”
(as we dont have any scale, or anything commercial to sell in nature at this point of time, especially in Australia)

To put it in some context, I bought this share on IPO in 2005, rode it wonderfully to $2.20, thinking I was RICH, sold it in panic at around $1.20, saw it in the doldrums at 10 cents and reccomended to people to get back in around that price, so happy to see it back, slightly above its IPO price, 11 years later....better than some companies have done but still, they set themselves less than a diffuclt gooal in 2005 to have it commercialised by 2015...and they aint there yet...I really hope they do though.
