Here's an ABC article on how the Western Sydney Local Health District has outlined concerns about the proposed $500 million waste-to-energy plant at Eastern Creek.

"The proposal to build and operate an incinerator within city limits is not consistent with over 100 years of environmental regulation to improve urban air quality by removing incinerators and power stations and other sources of pollutants from urban areas," it said.

If this is the case for Western Sydney, it is surely also the case for many cities in China (and elsewhere) where incineration plants are being proposed.
