well chookman - watso worked in the area for about 3 or 4 years - and that was 20 years ago, and would daily go past the place - and using google, it would seem that the property is 6.5km from the centre of perth.
one would assume, that if too many vegies were "knicked" then the owner of the adjacent land, would stop growing - but he still seems to be growing.
given the location, the time etc, then watso has a image of an 80 year old south european, who owns the land next to the kerbside vegie plot .... one assumes that the person grows vegies on his own land. and the kerbside is just an extension. watso would have known that at the time (but has forgotten), but that would not have been unusual, but to grow vegies on the kerbside is a different matter.
