Well, history has shown than China has been poor at responding to these sort of outbreaks. They completely botched the response to SARS and were trying to deny it was even an issue for months, hiding patients in ambulances and hotels from the WHO. At the start of this outbreak they seemed to be following the same playbook and only recently started to respond. There is shortages of face masks and disposable suits for treating medical staff at the moment, let alone the broader population. I think the only saving grace here is the reduced mortality rate compared to SARs.
