Whilst the ann doesn't explicitly state a commencement date to ablate the October stockpiles, the Co has conducted extensive tests during the past few months as per the announcement. With permits already in place one can assume BLR would be a near term producer (2013).

That there are other deposits/stockpiles the Co has been testing may provide lower hanging fruit than the October stockpile hence the 3 year option.
