I don't know how it works overseas, but in Oz, all the major players in the roads industry work together when it comes to purchasing bitumen in order to lock in low prices as opposed to outbidding each other since Bitumen is bought on the high seas. They lock in the tonnages and price, and distribute the product amongst themselves. They wont stuff about with the orders so that they don't jeopardised supply and price. Don't want to elaborate further as it may come across as down ramping. I like GRV and the project but i think its not as easy as it sounds to get this project up and running. And the sector is very hard to crack. But then again not impossible. IMO it will take afew years and lots of funding to get this project off the ground. Always do your own research.
