I see bitumen as a national security/supply chain security issue for Australia. in this day and age of critical infrastructure vulnerability, it's important for Australia to have domestic supplies.
I wonder if it'd be worth the company applying for this:

It's probably not worth it from a financial perspective, but the doors federal government assistance may open could be significant.
or maybe management don't want to have to jump through federal government "help" aka interference.
