It may simply be the reality of dealing with bureaucracies and a protracted timetable due to dealing with government, multiple parties and the need for more meetings. With RC's large shareholding you can rest assured great effort is being made to move things forward and get the best deal. Who knows, maybe New Moonie might even cough up finally.
