Reasons for optimism:

Is GSL the leader in practical Perovskites? Yes
Are perovskites the future of solar? Yes
Do they have the attention of blue chip commercial partners and governments? Yes
Is management putting existing shareholders equity before dilution? Yes
Are they close to commercialisation? Yes
Are commercial negotiations at a foreign government level likely to be frustratingly torturous and drawn out? Unfortunately Yes -

BUT if they get one inked with the likes of Turkey other 2nd and third world Gov'ts without fossil fuels or reliable grids will start queuing up to replicate it. Half a billion people in India either have no access to electricity at all or no reliable supply. Cheap local power at a cost of a few cents a kWh with no need for huge expensive grids or power stations - its an irresistible combination.
