I work in retail and I doubt very much if any significant money will be switched from overseas on line to either australian on line or bricks and morttar.
Assume for the sake of the arguement that the tax is 100% effective in collecting 10% of each item purchased on the net overseas. This incrases the price for the purchaser but does it increase it to that which they would pay in australia in most cases I suspect not. So now you have a peed off voter paying more, the government getting a little more income but probably paying more in costs than they raise with it and very little if any increase in money going into retail in australia
