Perhaps a federal system will be needed but with the oil in specific regions it will have to shared out to all. Breaking up Iraq will be seen to be creating another Kuwait which was a western gerrymander. The federal system works in Australia, the US and the UK. Regions still have their identity and resources are shared out as best can be.
