Firstly, even when they both re-open it won't be enough to satisfy demand.
Secondly, Cameco have stated they won't re-open Cigar Lake unless it's commercially viable to do so, i.e. long-term contracts reflect their production costs, etc. Kaz have also said they won't be selling into the spot market.
It's just a matter of time until U prices rise.
Today's prices are about as low as they'll be for a considerable time.
