But I would think debts would be paid first (eg commissions to sma and anyone else)and then state's profit would come from what is left.
BUT is that how the system works in this instance? Does it all go into a 'pot' to be divided up after the lottery is drawn, or is sma's cut paid when the sale goes through? (ie 'instantly') I guess we need to know more about how the app and the payment system works.
