The Department of Planning and Infrastructure says Gujarat N-R-E cannot proceed with longwall mining until the company obtains approval for a major expansion of its coal mine at Russell Vale.
Last Friday Gujarat N-R-E took the unusual step of announcing to the stock exchange that it planned to start longwall mining at Russell Vale on March 13 this year.
This is despite not having received the necessary approvals from either the Department of Planning or the Department of Primary Industries.
The statement to the ASX said the company was working with government agencies to ensure all approvals are in place by that time.
But a spokesperson for the Department of Planning says it is still waiting for an "adequate environmental assessment" from Gujarat before the expansion project's application can be assessed.
And without development consent, the company cannot begin longwall mining.
