Thinking about it, remember when Gus was talking about the arrival of the DFS and he used the phrase "if indeed it is positive" or words to that effect.

If that was me and I knew the DFS was a dud I would not telegraph that info ahead but would keep quiet as there is no obligation on me to release that thought to the market ahead of time.

If however I knew the DFS was a winner I may say those words as I know that there is no real danger in them and it makes me LOOK and SOUND balanced and fair. In other word there is no downside in me saying those word and only I know it.

Human nature is a funny thing. My odds are 70:30 for a great DFS.
