On sunny days we will pay a drought tax,rainy days a flood tax,when the sun shines a bit and we get some rain on the same day we will pay both.If it doesnt rain and the sun doesnt shine we pay double. If u collect the rain in storage tanks...well.. user pays as the rain belongs to the government of the day,so cough up,storage tax..if uve collected the water in storage and the sun shines,ull have to pay an evaporation tax..If u dont store storm water u have to pay both,cause obviously u dont care.
