I would like to have confidence that "He's following advice" yet still he seems to be way behind in taking actions.

Yes call the experts first and let them take control... sure if it s a small rubbish bin fire, get the extinguisher, but call in the experts first and have them arrive and check everything even if the fire is out, but no staff are adequate to the task of putting out a major blaze and personal safety comes first.

So too in this instance, the experts should be in command, economic as well as epidemiological and medical, and the safety of the community should come before political caution. This is the inherent problem with the belief that only popularly elected "leaders" should make the decisions.
