GvHD Lodgement

Ok I thought we could all have a quick input so we get the facts straight here so we can look back and either applaud or hold to account.
MSB says "Mesoblast partner JCR Pharmaceuticals plans to file for registration for GVHD in
children and adults in Japan in H2 2014"

Given that this timeline was already skipped over in the beginning of this year I think its important this same crap not happen again.

So when MSB announced H2 2014 in their annual report does anybody have any opinions on when they think H2 is?
Are they talking about H2 2014 in which case we can expect this before the end of December.

Or are they talking about H2 financial year 2014 in Japan in which case this is expected NEXT year Jan-March

I get the idea they mean Jan-March 2015 for filing the paperwork. Which for me I think is just wasted time with little to no explanation that I could find?
In 2013 they said JCR was lodging in early 2014 and that didn't happen and MSB said "yup JCR's fault sorry" but nobody ever said why JCR is taking in excess of a year to simply lodge paperwork?

Considering that the lodging of registration papers is simply the first step to getting into the market it basically means MSB isn't doing any selling until late 2015 or maybe early 2016.
If they are "lodging" in Jan-March 2015 I'm not sure why they think the government is going to move faster than what 2 private companies have failed to do.
To make the market happy as well as me for that matter I hope they mean prior to 2014 end, but I'm thinking they don't.
