I was told that only commercial vehicles can have a diesel car and their fuel price per litre at the moment is around 60c. Private users can only purchase petrol or CNG, but the CNG stations are few and far between.

Malaysia is a different story, I didn't see a single diesel vehicle there. In fact all the fueling stations had only petrol. Though, they had electric motorscooters on Penang island for hire at 30 ringit for a day or 50 ringit for 24 hours, with free charging at some hotels.
