The only mention of possible future sales by the co-founders that I am aware of is Sam Hupert's letter as announced on 6 Sep 2019 and in the associated announcements..

"I am writing to inform you that I have sold 1,000,000 of my shares in PME in the last few days.

My shareholding in PME on completion of the sale will be approximately 27.03% and I do not intendto sell any further shares in PME before the trading period which follows our half year results inFebruary 2020 and may not do so at that time." [my emphasis]

Are you in possession more specific information about future share sales by the co-founders?

Given that founders received $36.10 for their shares in the last sale, who says that will sell more shares after the coming half year results unless the price improves.

And since when does selling less than 4% of one's shareholding amount to "dumping" or indeed a "cache" of shares?

Your use of these emotive terms makes me wonder about your motivation.
