Some governments (Bush, Howard and Blair) have tried to create "super-crimes" that are above the justice system and require draconian measures to be applied by the state to prevent them.
Many simple people think that's a good idea.
Their two great successes are "terrorism" and "pedafilia". They used to be known as mass murder and sex with a minor and they carried severe penalties if convicted but they were crimes, not "super-crimes".
By creating "super-crimes", governments have been able to bypass the courts. They started to interfere with the justice system with mandatory sentencing, now the next step. They call it "freedom".
