There are some unanswered questions arising from this particular water microdroplet study/discovery. The Stanford researchers say that by making water into microdroplets they produced hydroxyl (HO) molecules which then combined into Hydrogen Peroxide (H2O2). How much extra energy was applied to facilitate the transformation? What happened to the spare Hydrogen? Have they stumbled on a low energy process to produce Hydrogen (and Hydrogen Peroxide) from water? Is it scalable up to commercial levels? Is their process immune to the laws of Physics? I could go on but the article certainly doesn't show much credibility as published, I wonder if it was peer reviewed.
