A fair and reasonable question
Food hygiene is the responsibility of the State Government Health Department, however they allow alcohol based cleaning agents to be used to meet the hygiene standards. To meet the Halal standards no alcohol based products or cleaning agents can be used.
The connection with the religion is that Muslims are forbidden from using alcohol in any way, so as I pointed out a business can get halal certification just by not using alcohol
