Yes the government wants to push this line at the moment even though it was Howard/Costello who increased FBT to such high levels.

It was also the Liberals who made superannuation tax free and pensions, which are subject to income tax, have always been tax free for most recipients due to their low income.

The above would possibly explain why a great many families pay no net tax because such families pay no income tax at all.

The rest can be explained through the family being working but having a low taxable income.

Rather than attacking the welfare of families with children the government should be cutting back on welfare for the wealthy by abolishing negative gearing and other legal tax dodges to repair the budget.
