    "In December 2010, EEES received BPMIGAS' approval of the associated work programme and budget in order to commence this drilling and the subsequent development of these gasfields and in accordance with BPMIGAS procedures is currently preparing the tendering documentation and other associated agreements to undertake the drilling programme which will commence once BPMIGAS approves the Plan of Development for the commercial usage of gas from these fields for LNG production."

    Seems to me the POD is almost a formality? Why would BPMIGAS approve a work programme and budget if they were not going to authorise an overall POD?
