When Obama says he will halve the deficit in 4 years, I think he's talking about the annual deficit. So, with a deficit this year of $2trn, he's talking about reducing the annual deficit to $1trn by 2013.
This is why inflation is guaranteed. During the last year of Bush's presidency, the annual budget deficit was $450bn and we were all appalled. How quickly things change!
