Unfortunately, in that regard, many people are held back by an agreement made after ww2 that demands specifically that wars not be waged on innocent citizens trapped in buildings.
I know that's tricky for some to grasp, and yet the fascinating thing is that this noble goal of ethical warfare was promoted by Jews in that post-war period. Perhaps we should examine the small print of the Nuremberg trials and see if there were exemptions for Jews that allowed for them to kill inconvenient people who got in their way.
