Lots of places did. Libya was pretty good in that respect, till the yanks bombed it back to the stoneage..just like they did Iran. And don't forget who was supporting Hussein (but had him executed just as he was beginning to talk)

You keep looking for innocent parties in all of this, but there are none where government is concerned. The only innocents are the ones being blown to bits buy the demons in power.
