Can I check your meaning moneychaser? Are you saying that Dragon will assess on a 3P base (so closer to the 10m barrels in your post, and then apply $10 / barrel?

If so, they wouldn't do this, as if they really thought that HW only had 10m barrels in it then they would still not offer $10 / barrel for it, being as they have to front the full cost of the development.

They will use their interpretation of the 2C (assume for COE its 34m barrels still) and then assess what their likely development costs per barrel will be, and ongoing Opex.
